KPK Mulls Probing Forestry Minister Raja – The Corruption Eradication Commission (KPK) is considering launching an investigation into Forestry Minister Raja Juli Antoni, following allegations of corruption linked to the allocation of Limited Production Forests (HPT) in Kuansing Regency, Riau. According to the KPK, the bribery scandal in Kuansing began in April 2025, when the local administration selected a Regional Secretary. Two officials, Fahdiansyah (Assistant I) and Zulkarnain (Acting Regional Secretary), were reportedly involved in the process. The regent, Suhardiman Amby, allegedly demanded a Toyota Land Cruiser 300 GR-S as a condition for approving the HPT land release. This request was fulfilled by Zulkarnain, who purchased the vehicle for Rp2 billion using a showroom in Greater Jakarta. However, due to credit constraints, he resorted to using the identity of Ardiles, the managing director of PT Mitra Ideal Consultant, to secure the loan.

Interestingly, Zulkarnain had previously gifted Suhardiman a Mitsubishi Pajero worth Rp700 million in 2021 to gain a position as Head of the Public Works and Housing Office in Kuansing. This pattern of quid pro quo dealings has raised concerns about systemic corruption in the region. The KPK’s acting investigator, Achmad Taufik Husein, confirmed that the commission is closely monitoring the situation, with plans to gather evidence through raids and interviews.

Scope of the KPK’s Probing Efforts

As of July 2, 2026, the KPK has not yet scheduled witness interviews, though it intends to conduct sealed raids as part of its sting operation. Budi Prasetyo, the commission’s spokesperson, emphasized that the inquiry will involve summoning individuals whose testimony could strengthen the case. “We are preparing to collect evidence systematically,” he stated during an interview at the KPK’s South Jakarta office. The commission aims to trace the flow of benefits, including financial gains, to determine if the forestry minister was complicit in the scheme.

The focus of the investigation centers on the alleged financial benefits Suhardiman received from the HPT release. Investigators suspect the regent may have obtained a share of the remaining profits from the Village Unit Cooperative, with reports indicating monthly earnings in the hundreds of thousands of rupiah. The KPK is also examining whether these funds were distributed to other officials or used to influence decision-making processes in the forestry sector.

Analysts suggest that the case highlights the KPK’s growing role in scrutinizing high-level appointments and resource allocations. By probing Raja Juli’s involvement, the commission may uncover broader networks of corruption that extend beyond Kuansing.
