Police further allege that PKL had been tasked by KHT, also known as HY, while KHT had received directions from an individual identified as SO. The chain described by investigators places several intermediaries between those who joined the unrest and those suspected of directing or financing the mobilization.
Authorities have not indicated that their work on this first cluster is complete. Iman said police are seeking the people believed to have issued the orders and provided the money behind the crowd mobilization.
“We are currently pursuing the masterminds who ordered and funded the mobilization of these crowds,”
Second cluster centers on student field coordinator
In a separate line of inquiry, police identified ER as a field coordinator. Authorities described ER as a university student in Jakarta and said he allegedly prepared payments of Rp70,000 for each participant.
Iman said ER was acting on instructions connected to a corporate entity that remains under investigation. Police are examining that entity’s role because it is alleged to have supplied the budget and asked ER to assemble participants.
“He promised and prepared funds of Rp70,000 per person, having received orders from a corporate entity we are presently investigating. That corporate entity is the one providing the budget and requests ER to gather participants,”
The distinction between the Rp40,000 and Rp70,000 sums is significant to the police account because each payment is tied to a different alleged funding arrangement. Investigators are treating the networks as separate clusters while continuing to assess whether there are wider connections among those involved.
The use of field coordinators is central to the inquiry. Police say the coordinators were not merely present at the unrest but allegedly helped gather people and distribute or arrange financial incentives. Establishing who directed those coordinators, and where funds originated, is expected to remain a major part of the case.
Inquiry also examines alleged exploitation of minors
The third cluster emerged during work by the Women and Children Protection and Anti-Human Trafficking Directorate, known as PPA-PPO. The directorate encountered the information while handling underage offenders connected with the unrest.
Iman said evidence pointed to the alleged exploitation of minors by three suspects who had already been named in the investigation. The suspects are accused of mobilizing underage participants and giving them stipends to take part in the disorder.
All three are still being investigated by the PPA-PPO Directorate and are being held at the Jakarta Metropolitan Police detention center. The involvement of minors has added a separate dimension to the case, as investigators examine both the alleged payments and the circumstances in which young people were brought into the unrest.
Police have not presented the investigation as a challenge to lawful assembly. Instead, Iman stressed that the case concerns rioting that occurred after the demonstrations. That distinction places the police focus on alleged criminal conduct, financing, and recruitment connected with the later violence.
“We will not stop here and will continue to probe the instigators and funders of the riots,”
The inquiry remains active, with police pursuing individuals they believe may have played organizing or financial roles beyond those already identified. The allegations described at the September 12 briefing have not ended the investigation, and authorities continue to examine the alleged funding sources, instructions to coordinators, and the recruitment of participants.
