The extended schedule is intended to spread the financial obligation across decades, reducing the yearly pressure on the state budget despite the large overall value of the project’s debt. Finance Minister Purbaya said the annual amount is within the government’s fiscal capacity and may vary modestly from one year to the next.

As part of the restructuring, the Finance Ministry will take over Danantara Indonesia’s 60 percent holding in PT Pilar Sinergi BUMN Indonesia, known as PSBI. The consortium includes state railway operator PT KAI, PT Wijaya Karya, PT Jasa Marga, and PTPN III.
The transfer will not require an upfront payment to Danantara. Instead, the ministry will receive the equity stake at zero cost while taking on responsibility for future debt servicing through either a Special Mission Vehicle, or SMV, or a Public Service Agency, known as a BLU.
The Chinese consortium’s 40 percent ownership in PT Kereta Cepat Indonesia China, the company operating the high-speed railway, will remain in place. The ownership adjustment therefore changes the Indonesian side’s debt-management structure without altering the Chinese partners’ stake in KCIC.
Whoosh links Jakarta and Bandung and represents Indonesia’s flagship high-speed rail project. The refinancing plan places greater emphasis on making its long-term financial commitments predictable, while maintaining the existing operating-company ownership balance.
One State Entity Seen as Sufficient
Officials had considered assigning both the Indonesia Investment Authority and PT Sarana Multi Infrastruktur to oversee the debt. Purbaya indicated that the revised repayment terms made a dual-agency structure unnecessary.
"Looking at the annual burden, it is sufficient to be handled by one SMV under the Ministry of Finance."
A single entity could simplify oversight of the annual installments and keep accountability concentrated within the Finance Ministry’s financing network. Purbaya said the institution selected for the role could generate returns of as much as Rp800 billion, or around US$45.4 million, per year while managing the restructured obligation.
That potential return is significant in the context of the ministry’s existing state financing institutions. Purbaya said individual SMVs overseen by the ministry commonly post yearly profits in the range of Rp3 trillion to Rp4 trillion, approximately US$170.1 million to US$226.8 million.
The government’s approach suggests that the debt is being treated not only as a repayment commitment, but also as a long-duration financial portfolio that can be administered through a specialized public entity. The success of that approach will depend on disciplined management over a period far longer than a normal infrastructure financing cycle.
East Java Extension Enters Discussion
Bringing the debt under government control could also support broader ambitions for high-speed rail development across Java. The Finance Ministry plans to pursue an extension of the network toward East Java after the transfer is completed.
"Once under government control, we plan to extend the route to East Java."
Purbaya said early conversations with Beijing have been encouraging. He had discussed the proposal with China’s finance minister and other relevant officials, who showed interest in the possible extension.
An eastward expansion would move the project beyond the current Jakarta-Bandung corridor and place the railway within a wider vision for intercity connectivity on Java. No route, timetable, funding structure, or construction schedule for the proposed extension was outlined, leaving those decisions for future discussions.
For now, the immediate focus remains the September 2026 transfer and the establishment of a durable framework for the debt. With annual repayments set near Rp1 trillion for 80 years, the government is seeking to turn a major infrastructure liability into a manageable long-term obligation while keeping open the possibility of expanding the high-speed rail network in the years ahead.
