The accusations center on the allocation of the 2024 additional special Hajj quota, with investigators alleging that half of the quota was diverted and arranged without first undergoing a technical review.

The case also includes allegations related to the 2023 and 2024 additional special Hajj quotas. Prosecutors contend that the slots were filled by special Hajj pilgrims who did not have a waiting period, identified as T0, as well as pilgrims with waiting periods described as Tx. The alleged quota placements were said to have departed from the procedures governing special Hajj travel.
