DPR, TikTok Tokopedia Meet Closed-Door: What Was Discussed?
Parliament Presses TikTok Shop and Tokopedia Over Frozen MSME Accounts
Kabarsaji.com – Indonesian lawmakers have sought answers from TikTok Shop and Tokopedia after micro, small, and medium enterprises raised complaints about accounts being frozen and business funds being withheld on the platform.
Commission VII of the House of Representatives, known as the DPR, held a closed public hearing at the parliamentary complex in Senayan on Tuesday, September 8, 2026. The discussion brought together platform executives, government officials, consumer-protection representatives, legal counsel, and business owners affected by the account restrictions.
The meeting followed an earlier session between Commission VII and the MSME sellers, who were represented by the Bekasi Raya branch of the Indonesian Advocates Association, or PERADI. For many small merchants, access to a marketplace account can be directly tied to daily sales, stock purchases, customer communication, and cash flow. A prolonged account freeze can therefore create uncertainty beyond a seller’s online storefront.
This meeting follows Commission VII's previous session with affected MSMEs who were accompanied by PERADI as their legal counsel.
The statement was delivered by Commission VII Deputy Chair Evita Nursanty, who said the hearing was intended to address vendor concerns in a more detailed way. TikTok Shop Tokopedia was asked to explain the issues raised by merchants whose accounts were restricted and whose capital had not yet been released.
Questions Focus on Process and Certainty
Evita said lawmakers expected more than a general explanation from the company. Commission VII wants clarity on why accounts are frozen, how the platform’s procedures operate, how sellers are informed, what appeal channels are available, and when withheld funds can be returned.
These questions matter because digital commerce platforms often rely on internal systems to identify suspicious activity, possible fraud, regulatory breaches, or misuse of marketplace services. Such safeguards may be necessary to protect buyers, sellers, and the wider platform. However, the process can become difficult for small businesses when decisions are not accompanied by understandable reasons or a practical route for correction.
For affected merchants, the key concern is not only whether an account can be reviewed, but whether that review happens within a predictable period. Sellers may need to know what documents are required, which policy provision is involved, whether a restriction is temporary or permanent, and how funds linked to completed transactions will be handled.
Commission VII requested a clearer picture of those operational steps. The committee is seeking assurances that sellers receive sufficient notice and can challenge a decision through a process that is balanced and accessible.
Oversight Role, Not a Legal Judgment
Evita stressed that Commission VII is not acting as a law-enforcement institution and is not positioned to decide which party is at fault in individual disputes. Its role is parliamentary oversight, particularly in matters involving the protection and development of local businesses.
That distinction is important. The hearing was not presented as a courtroom proceeding or a determination of liability. Instead, it was designed to test whether the concerns raised by MSMEs are being handled fairly, openly, and with accountability from the institutions involved.
The session included representatives from the Ministry of Cooperatives and SMEs, among them Deputy for Small Business Temi Satya Permana and Legal and Public Policy Expert Staff Reghi Perdana. Officials from the Ministry of Communication and Digital and the National Consumer Protection Agency were also present, alongside PERADI Bekasi Raya leaders, TikTok Shop Tokopedia management, and representatives of the affected businesses.
The presence of multiple agencies reflects the broader nature of disputes involving online commerce. They can touch on consumer protection, business continuity, digital-platform governance, seller communications, and the procedures used to manage funds held within a marketplace system.
Concerns Over Automated Decisions
Evita also questioned the way e-commerce companies supervise and enforce their internal rules. She acknowledged that platforms need systems capable of detecting fraud, policy violations, and abuse. Yet she emphasized that enforcement should be proportionate and supported by transparent, accountable procedures.
In particular, she cautioned against automated or algorithm-based decisions that impose penalties on sellers without a clear explanation or a fair verification process. Automated tools can process large volumes of activity quickly, but a seller facing a restriction still needs to understand what happened and how to respond.
For MSMEs, a transparent process can make a major difference. Clear notices, documented reasons, realistic appeal options, and defined timelines can help businesses decide how to manage inventory, meet obligations, and communicate with customers while a case is being reviewed.
Commission VII hopes the dialogue will produce a concrete outcome for the businesses currently affected. The committee is also looking for measures that can reduce the likelihood of similar disputes in the future, particularly where sellers believe their accounts or working capital have been restricted without adequate certainty.
The closed-door hearing placed the issue of platform accountability alongside the need for secure digital marketplaces. The challenge for all parties is to ensure that fraud prevention and rule enforcement do not leave legitimate small businesses without timely explanations, meaningful review channels, or access to funds needed to continue operating.
