To support the new policy, BGN has prepared different registration channels for foundations and MBG kitchen partners. The separation is intended to give operators a formal route to seek a new overseeing foundation when their current arrangement becomes harmful or unworkable.
Partners applying for a transfer can submit information and evidence about the barriers, losses, or financial difficulties they encountered during their previous cooperation. BGN says requests will be reviewed through established procedures, with the broader goal of developing a more responsible partnership structure around the nutrition program.
“Ultimately, we want the implementation of the MBG program to ensure that the allocated funds are truly converted into high-quality, nutritious meals, with transparent accountability,” Sudaryono said.
The move is significant because foundations play an important role in the existing cooperation model, while the day-to-day work of running kitchens may fall to different parties. A foundation can be registered as a BGN partner and hold rights connected to as many as ten kitchens, yet the practical operation of those facilities is often handled by investors or other third-party providers.

A foundation may be recognized in the administrative system, while a separate operator carries the costs of facilities, staffing, procurement, food preparation, and delivery. BGN’s new transfer option is designed to address situations where the partnership no longer reflects a fair contribution to those responsibilities.
