Key Facts About Indonesia s Shadow – In response to concerns over governmental oversight, a coalition of Indonesian civil society groups has established a Shadow Cabinet to serve as an independent counterpoint to President Prabowo Subianto’s administration. This initiative includes professionals such as activists, scholars, and specialists, tasked with proposing alternative strategies and evaluating the performance of the current government.
Formation and Purpose
Feri Amsari, chair of the Shadow Cabinet Selection Committee, highlighted that the cabinet was created due to perceived gaps in the system of checks and balances. Despite its role in scrutinizing government actions, he clarified that it does not seek to replace the existing administration.
“The Shadow Cabinet functions as a watchdog, offering policy alternatives grounded in evidence, while remaining free from political affiliations,” Feri stated in a written declaration on July 17, 2026.
Structure and Selection Process
The Shadow Cabinet consists of 15 members chosen through a rigorous process. Feri explained that the selection prioritizes expertise over political alignment, drawing from 121 applicants and 102 recommendations by civil society networks. The final 15 ministers are intended to act as counterparts to Prabowo’s ministers, ensuring a balanced perspective on policy development.
Independent Funding Model
Funding for the Shadow Cabinet is sourced internally, with no support from political parties or external entities. Feri noted that members contribute voluntarily, and future plans include public fundraising via online platforms. The cabinet also rejects financial backing from foreign organizations or corporate sponsors.
“Our current resources come from member contributions, and we remain committed to maintaining autonomy in all financial matters,” Feri emphasized.
Policy Critiques and Proposals
Bhima Yudhistira Adhinegara, the Shadow Cabinet’s Minister of Finance and Budget Governance, pointed out flaws in the government’s budget management. He criticized the lack of thorough research behind populist programs like the Free Nutritious Meals initiative and the Red and White Village Cooperatives.
“Populist spending without pilot testing risks misusing public funds,” Bhima told Tempo on July 18, 2026. “We advocate for freezing these programs, reforming subsidies, and implementing more progressive taxation to ensure fairness.”
