US Slaps 25 Tariffs on Brazil – The U.S. Trade Representative’s office (USTR) announced plans to levy a 25% tariff on Brazil’s imports, effective July 22. This marks the first trade restrictions since the Supreme Court invalidated key elements of Donald Trump’s earlier tariff strategy, which had been introduced on “Liberation Day” in 2025. The decision comes as Brazil prepares for general elections in October.

Trade Disputes and Negotiation Gaps

According to the USTR, Brazil’s trade policies on digital commerce, environmental practices, and its rapid payment system—Pix—are deemed unfair. The agency emphasized that despite months of talks, unresolved issues remain. “We are committed to further discussions to address long-standing trade concerns,” stated Jamieson Greer, the USTR spokesperson, in a recent statement.

Selected goods like sugar, machinery, textiles, and metals will face the new tariffs. However, items such as beef, coffee, and energy products are exempt, as they are highly sought after in the U.S. market.

Political Dynamics Between Trump and Brazil

Brazil’s President Luiz Inacio Lula da Silva criticized the move, calling it a “lamentable milestone” in U.S.-Brazil relations. He argued the tariffs were imposed unilaterally and claimed Brazil would pursue countermeasures through the World Trade Organization. “There is no justification for this action,” Lula said, highlighting the U.S. trade surplus with Brazil.

“[Lula’s] economic policies are bad for Americans and bad for Brazilians,” wrote U.S. Secretary of State Marco Rubio. “For the past year, Lula has prioritized his own interests over the needs of the Brazilian people, and these tariffs are the price for that.”

Meanwhile, Lula accused the Trump administration of aligning with the Bolsonaro family. He linked the tariffs to a “plot” involving former President Jair Bolsonaro, who is currently under a jail sentence for orchestrating a coup after his 2022 election loss. Bolsonaro, who had relocated to Florida during his legal troubles, was once a close ally of Trump.

Revisiting Tariff Policies Under Section 301

The new tariffs are based on investigations under Section 301 of the U.S. Trade Act. These probes were initiated after the Supreme Court ruled that Trump’s initial tariffs exceeded his authority. Since then, the USTR has launched nearly 80 similar investigations, targeting nations like China, the EU, India, and Mexico.

Despite these efforts, the Trump administration faces pressure to adjust its approach. While Bolsonaro’s younger brother, Senator Flavio Bolsonaro, urged the USTR to avoid tariffs, fearing they might bolster Lula’s chances for a fourth presidential term, the decision was ultimately made. The political landscape in Brazil and the U.S. continues to shape the trajectory of trade relations.
