Indonesia Proposes 60 40 Hajj Cost – TEMPO.CO, Jakarta — As part of planning for the 2027 Hajj pilgrimage, the Indonesian government has suggested maintaining the existing cost-sharing structure. The Government Communication Agency (Bakom) revealed that the 60:40 division between state funding and individual pilgrims will remain unchanged for the upcoming religious journey.

Bakom’s Deputy III, Kurnia Ramadhana, stated that the 2027 Hajj cost proposal has been forwarded to the House of Representatives (DPR) to support the implementation of the pilgrimage travel expenses (BPIH). This step marks the beginning of preparations for the 2027 event, which includes aligning with Saudi Arabia’s schedule and finalizing a detailed financial plan.

“This model is designed to reduce the financial burden on pilgrims while accounting for rising service costs in Saudi Arabia,” Kurnia said in a statement on July 15, 2026.

Cost Breakdown and Rationale

The Ministry of Hajj and Umrah previously outlined a proposal to raise the 2027 BPIH to Rp107.3 million per pilgrim, up from Rp87.4 million in 2026. This increase reflects adjustments based on exchange rates and operational expenses. According to the minister, calculations used an assumed rate of 1 US Dollar to Rp17,500 and 1 Saudi Riyal to Rp4,666 during a meeting with the DPR’s Eighth Commission on July 7, 2026.

The revised BPIH allocation is split into two components: Rp60,891,068 for Saudi organization costs (56.73%) and Rp46,449,103 for domestic management (43.27%). This includes average flight prices and other logistical expenses.

“The cost increase is necessary due to currency fluctuations, higher airfares, and growing expenses for accommodation, transportation, and healthcare services in Mecca and Medina,” explained the minister. “Additional funding also covers training programs and visa costs for replacement pilgrims.”

Officials emphasized that the updated cost structure aims to ensure the sustainability of the Hajj process while balancing efficiency and service quality. With preparations underway, the government continues to refine its approach to support the pilgrimage’s logistics and participants.
