The Directorate General of Taxes (DJP) under the Ministry of Finance has outlined a structured approach, granting businesses time to adapt to the new framework while maintaining transparency in the process.

The Role of Designated Marketplaces

The four designated platforms—Tokopedia, Shopee, Lazada, and Blibli—will now serve as intermediaries in the tax collection process. This means they will deduct taxes from sellers’ gross turnover and report them to the state treasury on behalf of vendors. The decision to appoint these platforms was based on their system readiness, transaction volume, and operational capacity, which collectively account for a significant portion of Indonesia’s online retail market. By centralizing tax collection through these marketplaces, the government hopes to reduce administrative burdens on small and medium sellers while increasing overall tax compliance.

“This is not a new tax. It is a tax on income from business activities conducted through marketplaces. What has changed is only the collection mechanism, from previously being paid directly by domestic sellers to being collected by appointed marketplaces,”

Bimo Wijayanto, Director General of the DJP, emphasized during a press conference in Jakarta. He also noted that the policy ensures fairness by aligning tax obligations with the ease of doing business in the digital economy. This shift is expected to simplify the process for sellers, who no longer have to manage separate tax payments for each transaction. Instead, the platforms will handle the deductions and reporting, making the system more efficient for both businesses and the government.

Understanding the Tax Framework

The regulation is outlined in Finance Minister Regulation (PMK) No. 37/2025, which assigns electronic commerce providers the responsibility of collecting income taxes under Article 22. This legal framework establishes a clear process for tax collection, including the percentage to be deducted, the timing of payments, and the reporting obligations for marketplaces. The 0.5 percent income tax rate applies to sellers with annual gross turnover exceeding Rp500 million, and it is calculated based on their total sales, excluding value-added tax (VAT) and luxury goods sales tax. The policy also includes provisions for monthly reporting through a unified system, ensuring consistent data flow to the government.

Implementation and Business Readiness

The one-month transition period, which ended on July 1, 2026, allowed marketplaces to fine-tune their systems and prepare for the new responsibilities. Bimo highlighted that this window was crucial for platforms to test business processes and ensure seamless integration with the tax collection framework. For instance, sellers will need to update their accounting practices to account for the new deductions, while marketplaces must streamline their payment gateways to automatically withhold the tax. The Indonesian E-Commerce Association’s chair, Budi Primawan, acknowledged the importance of this period, stating that it provided businesses with the opportunity to adjust and avoid disruptions during the initial phase of implementation.

“We received the appointment letter as tax collectors on July 1, 2026. This means we have one month to adjust systems, test business processes, and communicate with sellers before collection begins on August 1, 2026,”

explained Budi Primawan. He emphasized the association’s role in bridging the gap between policymakers and businesses, ensuring that sellers fully understand the new obligations. The process also involves educating customers about the tax deductions, which are applied at the point of sale. This approach not only simplifies the tax collection process but also enhances transparency for consumers, who will see the tax amount included in their purchase invoices.

Implications for Sellers and Consumers

For sellers, the new tax collection system means they will no longer have to manually calculate and remit taxes for each transaction. Instead, the marketplace will handle the deductions, reducing the administrative workload and minimizing the risk of errors. However, sellers with annual turnover below Rp500 million will remain unaffected, ensuring that the policy targets those who benefit most from the digital economy. This threshold is designed to balance the need for increased tax revenue with the practicality of implementation for smaller businesses.

Consumers, on the other hand, may notice a slight increase in the cost of goods purchased through these platforms. The 0.5 percent tax is applied to gross turnover, which is the total sales amount before discounts or other deductions. While this might raise concerns about prices, the government argues that the tax is a necessary step to ensure that all market participants contribute fairly to the national economy. The policy also aims to create a more level playing field between traditional brick-and-mortar businesses and their digital counterparts, who have historically been harder to tax.
